Oregon Mandates Heat Pumps for New Homes Under Updated Energy Code

USA: Oregon has introduced a requirement for new homes to install heat pumps instead of ducted air-conditioning systems, highlighting a broader push by states toward electrification to help reduce energy costs.


On Feb. 19, the Oregon Building Code Division’s Residential and Manufactured Structures Board approved a series of updates to the state’s residential energy code. One of the key changes requires new residential buildings that use split-system air conditioning to install heat pumps for both heating and cooling.

The updated rules still permit the use of other energy sources, such as natural gas, for supplemental or backup heating. This approach provides some flexibility as states increasingly shift toward electric-based heating systems.


The Oregon Department of Energy submitted a letter supporting the revisions. In addition, 54 building professionals, elected officials, and climate resilience organizations also expressed support for the updated codes.
