France Accelerates Electrification Drive Under National Energy Transition Plan

France: French President Emmanuel Macron convened representatives of the electricity sector at the Élysée Palace as part of a broader electrification strategy aimed at reducing CO2 emissions in transport and lowering dependence on imported fossil fuels. The government recently unveiled a 22-measure electrification plan focused on electric mobility, industry, transport, and buildings, with an objective to raise electricity’s share in final energy consumption from 27% in 2024 to 34% in 2030 and 38% in 2035.
Heat pumps are central to the strategy, targeting 1 million installations annually by 2030, while current installations have fallen to around 180,000 in 2025 from about 350,000 units produced two years earlier. Industry commitments include EDF offering a EUR 1,000 bonus plus EUR 30 million investment in electric boilers, Octopus Energy investing up to EUR 150 million for a factory and up to EUR 250 million total commitment by 2030, and Idex allocating EUR 60 million per year for heat pump financing.
