Vietnam sets 2026 roadmap to improve business environment

Vietnam: Phạm Minh Chính has signed Resolution 02/NĐ-CP, setting out key tasks and measures to improve the business environment and enhance national competitiveness in 2026. The resolution focuses on institutional reform, reduction of business requirements and acceleration of administrative reforms. The Government stated that Việt Nam’s investment climate showed improvement in 2025, supported by progress in administrative reform, digital transformation and e-government initiatives, while acknowledging ongoing challenges related to access to capital, land and infrastructure, as well as gaps in support for businesses, including start-ups.


The resolution calls for a shift towards a service-oriented public administration model, with citizens and businesses placed at the centre of governance, and for closer alignment of the legal framework with international practices. Targets for 2026 include higher positions in global indices such as the Sustainable Development Goals, Global Innovation Index and e-Government Development Index, alongside improvements in logistics, tourism competitiveness and domestic governance indicators. The Government aims to increase the number of newly established and re-entering businesses by 15 to 20 per cent compared with 2025. Ministers and provincial leaders have been instructed to treat the resolution as a priority, with all agencies required to issue implementation plans by 20 January 2026.
