Solar Expansion in Germany Stalls in 2025 as Rooftop Installations Weaken

GERMANY: Germany’s solar power capacity expansion remained broadly flat in 2025, with around 17.5 gigawatts of new installations, nearly matching 17.7 gigawatts added in 2024, according to preliminary data from German Solar Association (BSW-Solar). While photovoltaics has become Germany’s second-largest electricity generation technology, the pace of expansion is insufficient to meet the 2030 target of 215 gigawatts. Installed solar capacity currently stands at about 118 gigawatts, implying an annual shortfall of roughly 2.5 gigawatts against required additions.

The slowdown was driven mainly by weaker rooftop installations, particularly in the residential and small business segment, where new capacity fell 25% year-on-year to about 5.2 gigawatts. Ground-mounted solar parks partially offset this decline, with installations rising 25% to around eight gigawatts, making them the largest growth segment. Despite stagnating additions, solar power strengthened its role in the energy mix, supplying nearly 19% of Germany’s electricity in 2025 and overtaking lignite as the second-largest power source after wind.
