Portugal Approves 2026 Budget with Strong Emphasis on Housing and Infrastructure

PORTUGAL: Portugal’s parliament has approved the 2026 budget, allocating US$7.5 billion (€6.9bn) to housing and transport infrastructure as part of a broader plan to support growth while maintaining fiscal discipline. The centre-right minority government projects GDP growth of around 2.3% and a fourth consecutive budget surplus, alongside a reduction in public debt to about 88% of GDP. Total expenditure will rise by 4.5% to US$153.1 billion (€140.25bn), with significant funding directed towards social protection, healthcare and education.
To address the housing crisis, the budget includes an additional US$1 billion (€930m) for public housing, with plans to deliver 59,000 homes by 2030. Major investments are also planned in ports, airports and national transport networks. Combined with tax relief for households and businesses, the budget is expected to support construction activity, with the sector forecast to grow by 2.3% in 2026, underpinned by Recovery and Resilience Plan funding.
