Porto Business School Barometer Highlights Housing Supply Reforms as Key to Solving Portugal’s Housing Crisis

Portugal: Porto Business School’s newly launched Housing Affordability & Public Policy Barometer found that 61.1% of real estate experts attribute Portugal’s housing crisis to a combination of structural and cyclical factors, while 31.5% view it as primarily structural and 6.5% as mainly cyclical. Experts identified housing supply shortages, slow permitting processes, construction costs, regulatory uncertainty, and labour shortages as the main barriers to new housing production, with most expecting housing prices to rise by 5%–10% over the next 12 months. The study also highlighted streamlining licensing, reducing VAT on affordable housing, greater urban planning predictability, stronger public-private partnerships, and wider adoption of modular construction, BIM, and AI as key measures to increase affordable housing supply.
