New U.S. Trade Petitions Target Solar Imports from India, Indonesia, and Laos

USA: The Alliance for American Solar Manufacturing and Trade has filed new anti-dumping and countervailing duty petitions with the U.S. International Trade Commission (USITC) and the U.S. Department of Commerce against imports of crystalline silicon photovoltaic cells, whether or not assembled into modules, target solar imports from India, Indonesia, and Laos. The petitions allege illegal trade practices, citing significant dumping margins: 213.96% for India, 89.65% for Indonesia, and between 245.79% and 249.09% for Laos. Petitioners include major U.S. solar manufacturers with support from industry stakeholders. These actions come as Indian solar exports to the U.S. surged in Q1 2025, growing 26.1% quarter-over-quarter to $267.6 million, with the U.S. accounting for 99.5% of India’s total solar exports during that period.


These petitions follow a May ruling by the USITC, which found U.S. solar manufacturers had suffered material injury from imports of similar products from Cambodia, Malaysia, Thailand, and Vietnam. In parallel, the U.S. Department of Commerce is investigating the impact of polysilicon imports, focusing on potential foreign export restrictions and control over this key solar material. Additionally, since October, the U.S. has enforced anti-dumping duties of 2.02% to 376.85% and countervailing duties of 1.44% to 168.81% on aluminum extrusions used in solar module trackers and mounting structures imported from 14 countries, including India.
