Majority of Heat Pumps Sold in Europe Assembled Within the Region

European Union: More than 80% of heat pumps installed in Europe are assembled within the region, according to data released by the European Heat Pump Association (EHPA). The figures show that less than 10% of the units are produced in China. For air-to-water heat pumps, over 80% of monobloc units and more than 90% of indoor units sold in Europe are assembled within the region, while around half of outdoor units are assembled in Europe. The data was released alongside the European Commission’s Industrial Accelerator Act, which aims to strengthen clean technology manufacturing in Europe and includes provisions for hydronic heat pumps to originate within the European Union three years after the legislation enters into force.
The association stated that Europe currently has the capacity to produce around 8 million heat pumps annually, compared with production of about 2.5 million units at present. Recent EHPA sales data covering 16 European countries showed that heat pump sales increased by 11% in 2025. The organisation indicated that policy measures related to electricity taxation and long-term consumer support have contributed to rising demand for heat pump systems across the region.
