France to Introduce European Preference Criteria for Heat Pump Installation Aid From September

France: From September, the French government will apply a European production preference for heat pump installation aid under energy saving certificates (CEE), limiting eligibility to approved, efficient air-to-water or water-to-air models manufactured in Europe. To qualify, the refrigeration circuit must be assembled in Europe, and consumers selecting these models will continue to receive average aid of EUR 3,500, while imported, less efficient models will qualify for only EUR 700, five times less. The aid level is critical as the average heat pump installation cost stands at EUR 15,000. The measure aims to support French manufacturers facing declining sales amid Asian competition, despite rising heat pump adoption due to lower energy use and emissions. France currently has production capacity of over 300,000 units per year, with 200,000 additional units planned if market conditions recover, and the approved model list will be published in July for implementation from September.
