France Reopens MaPrimeRénov’ with Stricter Limits Amid Budget Strain

FRANCE: On July 22, the Ministry of Housing in France announced that the MaPrimeRénov’ grant program for comprehensive energy renovations will reopen on September 30, 2025, after a summer suspension. The reopening will be capped at 13,000 new applications for the remainder of the year and limited initially to very low-income households, with possible extension to low-income groups based on demand. If the quota is met early, applications may close again.

The program has already awarded 35,000 grants in 2025, with another 61,000 under review, exceeding its €3.6 billion annual budget. Applications received after reopening that cannot be financed this year will roll over into 2026, subject to approval of the upcoming finance law. To ensure fiscal control, eligible renovation cost thresholds will be reduced, and grants will only apply to properties with poor energy ratings (E, F, or G). The existing bonus for exiting F or G classifications will be eliminated.

These stricter criteria, effective through 2026, aim to enhance targeting and cost-efficiency while prioritizing the most energy-intensive homes. The policy changes come alongside intensified anti-fraud measures following the detection of 5,000 confirmed and 16,000 suspected fraudulent applications. These efforts are part of the government’s broader strategy to safeguard public funds and support its energy transition objectives.
