Eurovent Middle East Issues Guidance on HFC Phase-Down in GCC

Middle East: Eurovent Middle East has released its first industry guidance on the upcoming transition away from hydrofluorocarbon-based refrigerants (HFCs) in the Gulf Cooperation Council (GCC) region, following discussions during the HVACR Next Generation Congress in Riyadh on October 28, 2025. This move follows Saudi Arabia’s ratification of the Kigali Amendment in September, mandating an HFC phasedown starting with a baseline freeze in 2028 and gradual reductions from 2032. The phasedown reducing HFC consumption and production by 10% every five years has raised concerns about potential supply shortages amid economic expansion and rising cooling demand. Markus Lattner, Managing Director of Eurovent Middle East, warned that with the baseline based on 2024–2026 production and consumption levels, the combination of growth and the first 10% cut could result in shortages exceeding 30% by 2032.
To mitigate such risks, Eurovent Middle East’s Position Paper outlines key recommendations for governments and the industry. It urges the immediate and safe adoption of HFC alternatives, upskilling of the workforce to handle new refrigerants, and harmonization of safety and regulatory standards across the GCC. These measures aim to ensure a smooth transition toward cooling and refrigeration systems using low global warming potential (GWP) refrigerants.
