Europe: The share of renewable energy in heating and cooling across the European Union reached a record high of 26.7% in 2024, the highest level since tracking began in 2004, when it stood at 11.7%. This reflects a year-on-year increase of 0.5 percentage points from 26.2% in 2023, although the growth rate remains below the long-term average annual increase of 0.75 percentage points recorded between 2004 and 2024.
The expansion of renewable heating and cooling has been primarily supported by biomass and heat pump technologies, which continue to drive steady gains in absolute consumption across the EU. In line with EU Directive 2023/2413, adopted in October 2023, member states are required to raise the average annual share of renewable energy in heating and cooling by at least 0.8 percentage points during 2021–2025 and by a minimum of 1.1 percentage points during 2026–2030. At the EU level, the average annual increase reached 0.93 percentage points between 2021 and 2024, indicating early compliance with the directive’s targets.
