China Unveils National Action Plan to Boost Heat Pump Industry

CHINA: China’s National Development and Reform Commission has released an action plan aimed at accelerating the high-quality development of the heat pump industry as part of its broader low-carbon transition goals.
The plan sets out targets through 2030, including a 20% improvement in energy efficiency for key heat pump products and significant advancements in R&D, particularly in high-capacity and high-temperature technologies. It promotes wider adoption across buildings, industry, agriculture, and transport, with a focus on replacing coal-based heating systems and recovering waste heat in sectors like petrochemicals and food processing.
The roadmap emphasizes the integration of heat pumps with smart, digital manufacturing systems, use of low-GWP refrigerants, and the upgrade of outdated systems. It also encourages companies to shift toward full-system integration and improve service and maintenance frameworks.
Policy incentives, standardization, international collaboration, and stronger regional implementation are highlighted as key enablers. The plan reflects China’s commitment to reducing emissions and promoting clean energy technologies as it builds a greener industrial base.
