Bulgarian HVAC Sector Faces Stagnation Amid Delay in F-Gas Regulation Implementation

Bulgaria: The Bulgarian Association for Heating, Ventilation, and Air Conditioning (BAOVK) has warned that the country’s HVAC sector is experiencing stagnation due to delays in adopting national regulations for working with fluorinated greenhouse gases (freons). Without these regulations, technicians and installers are unable to obtain or renew mandatory certifications, leaving companies exposed to non-compliance with European standards and forcing some to halt operations. The issue stems from the implementation of the new Regulation (EU) 2024/573 and its accompanying Implementing Regulation (EU) 2024/2215, which require all EU member states to update their national training and certification systems for refrigerant handling.


According to BAOVK, vocational training centres in Bulgaria have suspended operations following instructions from the Bulgarian Branch Chamber of Mechanical Engineering, pending the adoption of amendments to the Clean Ambient Air Act. The association warned that the situation could result in workforce shortages, layoffs, and the emergence of unregulated market practices. It has expressed readiness to support state institutions in aligning national legislation with EU requirements to restore normal operations and ensure the continued competitiveness of Bulgarian HVAC professionals and businesses.
