Brazil Approves Stage I of HFC Consumption Reduction Programme
Brazil: Brazil's Ministry of the Environment and Climate Change has approved Stage I of the national Hydrofluorocarbon (HFC) Consumption Reduction Programme to support implementation of the Kigali Amendment to the Montreal Protocol. The programme targets refrigeration and air-conditioning applications and aims to reduce HFC consumption by 10% by 2029 and 12% by 2032 compared with the established baseline. The ministry stated that the reductions are equivalent to approximately 8.75 million metric tonnes of CO₂ equivalent.
The programme includes the replacement of high global warming potential refrigerants with lower global warming potential alternatives, regulatory measures, manufacturing conversion projects, automotive air-conditioning leak prevention, technician training, professional certification, refrigerant recovery, recycling and reclamation, and environmentally appropriate disposal of equipment. Brazil has committed to freezing HFC consumption from 2024 and reducing it by up to 80% by 2045. The government secured approximately USD 26.5 million to support implementation, with the programme coordinated by the Ministry of the Environment and Climate Change and implemented with support from UNDP, UNIDO and GIZ using resources from the Multilateral Fund for the Implementation of the Montreal Protocol.
