Vietnam Targets One Million Social Housing Units by 2030

VIETNAM: A significant shortfall in social housing construction highlights the urgent need for strong policies to boost business involvement and accelerate land allocation for housing projects.


To date, only 21,000 social housing units have been completed nationwide, far below the government’s target of 130,000 units. Meeting this goal is essential for advancing the ambitious plan to construct one million social housing units for low-income individuals and industrial park workers by 2030.


In Bắc Ninh Province, a key industrial hub, authorities have taken steps to optimize conditions for worker housing development. The province aims to build over 30,000 units by 2025 and an additional 41,000 by 2030. These targets are considered achievable due to proactive local measures.


Similarly, in HCM City, the housing development programme for 2021–2030 and the central government’s social housing goals have led to a target of constructing 69,700 to 93,000 units by 2030. However, progress has been modest so far. To address this, the HCM City Department of Construction has proposed solutions covering planning, investment approvals, land management, financial resources, and repurposing public assets. The department has also prioritized expediting the construction of 27 approved social housing projects, including four public investment initiatives comprising approximately 4,000 units.


Nationwide, the Ministry of Construction reported that 21,000 social housing units were built in 2024, falling short of the annual target but reflecting some progress. Three new laws, including the 2023 Housing Law, have introduced significant reforms aimed at facilitating social housing development, though their effects will take time to materialize.

The government’s plan to construct at least one million social housing units by 2030 provides a clear target. However, coordinated efforts among ministries, agencies, and localities will be critical to enhance social housing development, ensuring stable housing for low-income individuals and workers while contributing to a sustainable real estate market.
