US House Passes Bipartisan ROAD to Housing Act

USA: The US House of Representatives passed the 21st Century Renewing Opportunity in the American Dream (ROAD) to Housing Act (H.R. 6644) on 23 June by a vote of 358 to 32. The legislation aims to increase the supply of affordable housing through measures covering land-use and zoning reforms, housing repairs, multifamily financing, environmental review processes and community banking. It also includes provisions supporting manufactured and modular housing, whole-home repairs, adaptive reuse, water and sewer infrastructure and housing-related planning. The bill seeks to address housing affordability challenges linked to high home prices, elevated interest rates and limited housing supply.


On 24 June, President Donald Trump cancelled a scheduled signing ceremony while urging Congress to pass the SAVE America Act. The following day, House Speaker Mike Johnson forwarded the legislation to the White House, initiating the 10-day period during which the President can sign or veto the bill before it becomes law automatically. The legislation also reflects elements from both House and Senate proposals, including measures relating to institutional investor purchases of single-family homes.
