Ukraine Signs Deal to Launch Affordable Housing Project for IDPs

UKRAINE: At the Ukraine Recovery Conference in Rome (URC2025), a memorandum was signed to advance affordable housing initiatives in Ukraine. The agreement was signed by Deputy Prime Minister for Restoration and Minister for Communities and Territories Development Oleksii Kuleba, American philanthropist Dell Loy Hansen, and the European Bank for Reconstruction and Development (EBRD).
Kuleba announced that construction is beginning on a housing complex in Hlevakha, Kyiv region, which will provide nearly 700 fully completed apartments for internally displaced persons (IDPs). The project also envisions the development of a school, kindergarten, community development center, sports facilities, upgraded streets, and utility infrastructure.
Kuleba highlighted that the initiative will follow a rent-to-own model, enabling residents to rent housing with the option to purchase it under favourable conditions. He noted that the EBRD will facilitate the mobilisation of funding, technical support, and donor assistance, while philanthropic partners will contribute expertise gained from previous projects that have already housed over 2,400 IDPs. The Ukrainian government will ensure community support and coordination throughout the project.
