Renfrewshire Council to Deploy Scotland’s Largest Networked Heat Pump System in Public Housing

UK: Renfrewshire Council is set to implement Scotland’s largest networked ground source heat pump system within its council housing, replacing existing gas heating in two high-rise buildings, Gallowhill Court and Glencairn Court in Paisley’s Gallowhill area.

This pioneering initiative, the first of its kind by a Scottish local authority at this scale, will involve the installation of underground pipework to extract renewable heat, which will then be delivered to individual flats via compact shoebox heat pumps. The project is being carried out by contractor Kensa and aims to provide a cleaner, more efficient heating alternative as the existing gas infrastructure nears the end of its service life.

Following a comprehensive assessment, ground source heat pumps were identified as the most cost-effective and sustainable solution. Work is set to begin this month, with completion targeted for summer 2026. Once operational, residents will no longer incur gas standing charges, and heating will be integrated into their electricity usage, potentially simplifying billing and reducing energy costs.

The project has secured £1.78 million (US$2.3 million) in funding from the Scottish Government’s Heat Network Fund, reinforcing the council’s commitment to low-carbon housing and energy efficiency.

Councillor Marie McGurk, convener of Renfrewshire Council’s Communities and Housing Policy Board, said: “By introducing the ground source heating solution in Gallowhill we will deliver a reliable and environmentally friendly system which will help to simplify our tenants’ energy bills.”
