REHVA Submits Input on EU Heating Ecodesign and Energy Labelling Review

Europe: REHVA has submitted a coordinated response to the European Commission’s consultations on proposed revisions to ecodesign requirements and energy labelling rules for space heaters and combination heaters. The contribution was prepared by the REHVA EU Policy Advisory Group and draws on the experience of HVAC engineers, designers, technical specialists and manufacturers across Europe. REHVA noted that heating appliances function as parts of integrated systems, with actual energy performance influenced by design, sizing, installation and operating conditions, and stated that product-focused regulation should reflect this system-based reality.
In its submission, REHVA supported the role of ecodesign in setting minimum market entry requirements but emphasised the need for a technology-neutral approach that allows flexibility in system design, including hybrid and renewable-based solutions. The organisation also highlighted the importance of aligning product testing methods with system-level calculation standards used in building regulations. On energy labelling, REHVA welcomed efforts to rescale efficiency classes but cautioned that proposed thresholds may group dissimilar technologies together and reduce clarity for users. It also warned that an empty top efficiency class could create confusion and affect subsidy schemes and suggested alternative thresholds that better represent the performance range of heating technologies available on the market.
