PILOT REBATE PROGRAM FOR ELECTRIC HVAC AND WATER HEATERS LAUNCHED IN SOUTHERN CALIFORNIA, US

US: The South Coast Air Quality Management District has launched the “Go Zero” rebate program to encourage replacement of gas-powered water heating and HVAC systems with electric alternatives. The US$21 million pilot program provides up to US$5,000 in rebates for single-family homes, multifamily units, and small businesses, with two thirds of the funding reserved for communities most affected by environmental and health impacts.
Single-family homes can receive between US$1,000 and US$5,000 per unit, with higher amounts available in overburdened neighborhoods near oil refineries and major freeways. Multifamily units are eligible for rebates of US$1,000 to US$4,000, while small businesses can receive up to US$4,000. The program also sets aside funds to train installers of energy-efficient systems.
To qualify, applicants must install all-electric heat pumps for space and water heating, replacing both gas furnaces and gas water heaters with ENERGY STAR-certified equipment. The program covers Los Angeles, Orange, Riverside, and San Bernardino counties. While the rebate is not expected to cover full installation costs, which can range from US$10,000 to US$15,000 or more if rewiring is required, officials note that electric systems can reduce long-term utility expenses and help lower regional emissions.
