New York Launches USD 10 Million Window Heat Pump Demonstration Programme

USA: New York Governor Kathy Hochul has announced a USD 10 million (EUR 9.2 million) state-wide initiative to promote advanced clean heating and cooling systems through the new Clean Heat for All: Window Heat Pump Demonstration programme. Administered by the New York State Energy Research and Development Authority (NYSERDA), the initiative aims to support the installation and performance testing of packaged window heat pumps (PWHPs) in multifamily buildings across the state. The programme seeks to build consumer confidence in this technology while reducing emissions and energy costs. It follows the New York City Housing Authority’s earlier pilot project and is part of the broader Clean Heat for All portfolio. 


The programme will open for manufacturer and vendor applications from 10 October 2025. Phase One will qualify eligible PWHPs that meet specific technical standards, while Phase Two will provide financial incentives for installations. Selected demonstration projects will receive up to 50 per cent of installation costs, capped at USD 1,500 (EUR 1,380) per unit for market-rate sites, and up to 75 per cent of costs, capped at USD 2,250 (EUR 2,070) per unit for low- and moderate-income housing. NYSERDA will collect performance data from the installations to assess PWHP efficiency and durability in cold climates. The initiative builds on New York’s long-term investment of over USD 5.6 billion (EUR 5.2 billion) in building decarbonisation and the promotion of all-electric heating and cooling systems.
