Netherlands Sets 2030 Goals to Make All New Buildings Emission-Free

Netherland: The Netherlands is preparing a national roadmap to implement the European Energy Performance of Buildings Directive (EPBD IV), adopted by the European Parliament in April 2024. In line with the directive's goal of achieving all new buildings emission-free across the EU by 2050, the Netherlands plans to transpose the directive into national law by 2026. From 2030 onward, all new buildings must be energy-efficient and emission-free on-site. This includes mandatory use of renewable energy sources such as solar or wind power, or connection to local heating networks. Additionally, a new classification system for building energy labels will launch in 2030 to better reflect actual energy consumption and performance.


From 2030, regulations will also enforce limits on greenhouse gas emissions over a building’s entire lifecycle, including construction materials, technical installations, and energy use. A measurement tool to assess this will be introduced by 2027. To support these targets, the government will promote replacement of fossil-fuel boilers with heat pumps and is currently developing a National Building Renovation Plan, expected by the end of 2025. These efforts are part of a broader strategy to transform the Dutch built environment toward sustainability and long-term climate resilience.
