Italy Introduces Stricter Renewable Energy Requirements For Major Building Projects

ITALY: Italy will enforce stricter renewable energy integration requirements for major building projects from 3 August 2026, following the implementation of the Legislative Decree transposing the EU's Renewable Energy Directive (RED III).
The revised rules apply to building permit applications submitted 180 days after the decree entered into force on 4 February 2026. Under the new framework, projects that fail to meet the renewable energy integration requirements will not be granted a building permit unless the designer can demonstrate, through the technical report required under Law 10, that compliance is technically or economically unfeasible.
For major first-level renovations, defined as projects affecting more than 50% of a building's external envelope and including the replacement or renovation of the heating system, renewable energy systems must cover at least 40% of the expected demand for domestic hot water, as well as 40% of the combined energy demand for domestic hot water, winter heating and summer cooling.
