Lombardy Introduces New Law to Promote Sustainable Data Center Development

Italy: Italy’s Lombardy Region has introduced Regional Law No. 11 of 3 June 2026, establishing a new legislative framework for data center construction that promotes environmental sustainability, energy efficiency, and resource optimization. The law introduces bonus measures and simplified authorization procedures for projects that recover and reuse waste heat generated by server cooling systems, encouraging the adoption of heat pumps and chillers to improve energy efficiency, reduce consumption, eliminate or limit water use for cooling, and support decarbonization. The initiative highlights the growing integration of digital and energy infrastructures, with Assoclima and ANIMA Energia emphasizing the role of high-efficiency cooling, waste heat recovery, and energy network integration in supporting the sustainable development of data centers.
