Kenya Imposes New Levies on Imported Construction Materials to Boost Local Manufacturing

Kenya: Kenya has introduced new levies on imported construction and finishing materials under the 2025 Finance Act, aiming to promote domestic manufacturing and reduce import dependence. The Act imposes a 17.5% export and promotion levy on imported iron bars and rods, despite earlier calls by MPs to reduce the rate to support the construction sector. Steel imports from China alone reached US$ 275.23 million in 2023, highlighting the country's reliance on foreign materials.


The Act also sets a 3% levy on imported ceramic tiles, finishing ceramics, and sanitary fixtures. These items, essential for building projects, are widely imported due to limited local production capacity. The government states that these measures are intended to encourage investment in local industries, create jobs, and support Kenya’s affordable housing programme.
