Refrigerant Norms Ahead of 2030 HCFC

India: The Indian government is set to implement stricter refrigerant regulations by aligning with international standards to phase out high global-warming-potential (GWP) cooling gases. The new rules, being finalized by the Bureau of Indian Standards under the Ministry of Consumer Affairs, will impact refrigerants used in air conditioners, refrigeration, solvents, and aerosols. The objective is to eliminate the use of hydrochlorofluorocarbon (HCFC) R-22 by 2030, in line with global environmental commitments. Non-compliance will result in penalties, product seizures, and licence cancellations, while all refrigerant-based appliances must be HCFC-free by the 2030 deadline.


As India’s cooling appliance market expands, with the refrigerator industry projected to grow from USD 5.4 billion in 2024 to USD 12.09 billion by 2033 (CAGR 9.37%), and the air conditioner market expected to increase from USD 3.38 billion in 2023 to USD 11.69 billion by 2032 (CAGR 14.78%), the new norms are expected to have a significant impact. Manufacturers will need to invest in new technologies, alter production processes, and adopt alternative refrigerants, leading to higher production costs and potential price increases for end-users. However, the transition is anticipated to bring long-term benefits, such as improved energy efficiency, reduced environmental impact, and lower electricity costs.
