Germany plans to accelerate expansion of climate-friendly heating networks

The German government is planning measures to support the expansion, conversion, and construction of heating networks as part of its transition toward a climate-neutral heating system. District and local heating networks can enable the cost-effective integration of low-carbon heat sources, including geothermal energy, large-scale heat pumps, and waste heat.
Heating networks are expected to play an increasingly important role, particularly in urban and densely populated areas where individual heat pumps may not be technically or economically suitable. Currently, around 15% of German households are supplied by local or district heating networks. This share is expected to increase as the country moves toward a more climate-neutral heating market.
The proposed measures also aim to establish a balance between investment incentives for energy providers and stronger consumer protection. Utility companies would be allowed to adjust prices appropriately to recover investments required for the development and modernisation of heating networks. At the same time, the government intends to strengthen consumer rights and price transparency, helping households better understand and assess heating costs as network-based heating expands.
