France Links Heat Pump Incentives to European Manufacturing

France: France has introduced new rules linking enhanced financial support for residential heat pumps to qualifying European production. From 1 September 2026, eligible air-to-water and water-to-water heat pumps replacing fossil-fuel boilers must meet specified European manufacturing and performance certification requirements to receive the enhanced Coup de pouce Chauffage CEE bonus. For monobloc systems, final refrigerant-circuit assembly must take place within the European Economic Area, whilst split systems require assembly of at least one refrigerant-circuit subassembly in the EEA. The policy aims to encourage European heat-pump manufacturing and investment without banning non-European products. The measure could influence manufacturers’ production strategies and strengthen European supply chains.
