France Cuts VAT on Air-to-Air Heat Pumps Amid Rising Heatwave Risks

FRANCE: France will introduce a reduced VAT rate of 5.5% on high-efficiency reversible air-to-air heat pumps by September 2026, as part of its climate adaptation strategy. The measure, announced during a review of the National Climate Change Adaptation Plan (PNACC), aims to support cooling solutions amid increasingly frequent heatwaves. Eligibility will be limited to top-performing systems under criteria yet to be defined. While the government continues to prioritize passive cooling measures such as shading and ventilation, it recognizes the role of efficient fixed cooling systems for vulnerable populations. France is also launching a study on cooling applications for air-to-water and geothermal heat pumps to support long-term decarbonization goals.
