Belgium/Netherlands: The Flanders region of Belgium and the Netherlands have introduced new industry partnerships aimed at accelerating heat pump adoption, with Flanders focusing on home renovations and the Netherlands targeting social housing. In Flanders, government and industry associations have signed a Heat Pump Charter to increase the share of renovation projects using heat pumps, after data showed that while around 70% of homes are technically suitable, only about 10% of renovating households currently install the technology.
The Flemish measures include premiums of up to EUR 8,000 (USD 8,700), alongside low-interest or interest-free renovation loans and expanded guidance for households planning upgrades. In the Netherlands, housing corporations, manufacturers, installers and government bodies have agreed to work towards lowering heat pump costs for social rental housing, with the aim of halving lifetime costs including purchase, maintenance and replacement, to support wider deployment and reduce reliance on gas heating.
