European Commission Unveils Electrification Plan to Accelerate Heat Pump Adoption

EUROPE: The European Commission has published its Electrification Action Plan, outlining measures to accelerate electrification across the European Union and reduce dependence on imported fossil fuels. The strategy identifies efficient electrification as a key driver of energy security, industrial competitiveness, lower energy costs and decarbonisation. For the HVAC/R sector, the Commission confirmed plans to introduce a dedicated Cooling and Heating Action Plan to address growing demand for energy-efficient heating and cooling solutions. The plan aims to increase heat pump installations to around 4 million units annually by 2030, up from 2.4 million units in 2025, through public procurement, financing initiatives and market incentives. It also proposes reducing the electricity-to-gas price gap, while supporting investments in electricity grids, energy storage, demand response, waste heat recovery and workforce training for HVAC installers and technicians.
