Defra Postpones Great Britain HFC Phasedown Reforms Beyond 2027

UK: The Department for Environment, Food and Rural Affairs (Defra) has confirmed that it will not introduce legislation in 2026 to amend the HFC phasedown steps scheduled from 1 January 2027 in Great Britain, following an assessment of 137 consultation responses. As a result, the existing HFC phasedown step outlined in Annex 5 of the F-gas Regulation will remain in effect for 2027. The consultation, conducted across England, Scotland, and Wales from 5 November 2025 to 17 December 2025, sought feedback on proposed amendments to the hydrofluorocarbon (HFC) phasedown schedule aimed at reducing HFC volumes placed on the Great Britain market beyond current legal limits. Defra stated that further work is required on potential reforms and plans to publish a detailed response summary and next steps report later this year, while the Institute of Refrigeration will continue monitoring developments and updating members accordingly.
