DEFRA Delays Further Tightening of Great Britain HFC Phasedown

United Kingdom: The Department for Environment, Food & Rural Affairs (DEFRA) has confirmed that Great Britain's HFC phasedown schedule will remain unchanged from 1 January 2027 while further work is undertaken before a revised proposal is published later this year. Under the existing Great Britain F-Gas Regulation, the HFC quota will decrease from 31% to 24% of the baseline level from January 2027, representing a 22.6% reduction in refrigerant availability. A further quota reduction remains scheduled for 1 January 2030.
DEFRA had previously proposed reducing the quota to 16.2% of the baseline level from January 2027 following a consultation launched in November 2025. The Federation of Environmental Trade Associations (FETA) stated that the proposal would have had significant implications for the refrigeration, air conditioning and heat pump industry and recommended a more gradual reduction. Existing product restrictions under the Great Britain F-Gas Regulation remain unchanged, while Northern Ireland continues to follow the European Union F-Gas legislation under Regulation (EU) 2024/573.
