California Launches First State Plan to Achieve Heat Pump Goal

California: California has introduced the nation’s first statewide plan to accelerate heat pump adoption, aiming to meet its 6 million-unit target by 2030. The California Heat Pump Partnership’s blueprint highlights policy gaps, market barriers, and solutions to increase deployment. Despite incentives, the state is projected to fall 2 million units short of its goal. 


Heat pumps currently make up 23% of AC replacements in California, with a target of 80% adoption, which would add 1.7 million units over six years. To increase uptake, the plan proposes marketing campaigns, contractor incentives, financing tools, and streamlined permitting. The partnership is also advocating for stable, long-term subsidies to replace inconsistent incentive programs.

 

California ultimately needs 23 million heat pumps by 2045 to fully decarbonize its buildings. However, funding remains uncertain, with the $290 million home energy rebate program paused due to federal funding issues. Despite this, state-backed initiatives like the $500 million Equitable Building Decarbonization program aim to support heat pump adoption, especially for low-income households.
