Bay Area Natural Gas Appliance Phase-Out Implies Over US$ 100 Billion Transition Cost in US

US: The San Francisco Bay Area Air District has mandated a phase-out of natural gas appliances, restricting water heaters from January 2027 and furnaces from 2029, impacting approximately 2.95 million households in the San Francisco Bay Area. The regulation targets nitrogen oxide emissions, although residential space and water heating contribute only around 5% of total emissions in the state, indicating a relatively limited share compared to transportation, industry, and wildfires.


The transition to electric alternatives such as heat pumps is associated with significant costs. Heat pump water heaters are estimated at US$ 4,000-9,000, while heat pump HVAC systems can cost up to US$ 20,000 per unit. At an aggregate level, direct household conversion costs could reach nearly US$ 80 billion, with an additional US$ 20-30 billion required for grid infrastructure upgrades, taking the total economic impact to over US$ 100 billion. Additional expenses in older homes, including electrical panel upgrades costing US$ 3,000-15,000 and full rewiring exceeding US$ 10,000, further increase the financial burden, highlighting implementation challenges despite ongoing policy adjustments and exemptions under consideration.
