Vancouver Mandates 100% Efficient Water Heaters for Residential Retrofits by 2027

USA: Starting January 1, 2027, all new equipment installed during residential hot water heater retrofits in Vancouver must meet 100% efficiency standards. This requirement applies to existing one- to three-storey homes.
According to the city, water heating accounts for roughly 25% of household energy use in British Columbia and is one of the largest contributors to residential carbon emissions, second only to space heating. The city also noted that upgrading to a more efficient water heater during replacement or renovation is typically straightforward and costs about the same as lower-efficiency alternatives.
Approved options under the new standards include gas heat pumps, hybrid (dual-fuel) heat pumps, electric heat pumps, and electric resistance water heaters.
