Uzbekistan Mandates Solar Panels and Efficient Heating in New Buildings by June 2025

Uzbekistan: Starting June 1, 2025, Uzbekistan will require all new and renovated buildings to install solar panels, water heaters, and heat pumps as part of a presidential decree issued on March 11. The new regulations aim to enhance energy efficiency in construction and heating supply systems. All buildings, regardless of their funding sources, must integrate renewable energy solutions such as solar panels, solar collectors, heat pumps, and energy-saving equipment. Additionally, buildings must have external and roof heat insulation to improve energy efficiency.

The decree mandates that all centralized heating projects adopt closed-loop systems for better efficiency and resource management. Multi-apartment buildings must have fully installed meters for heating and hot water, along with optimized internal distribution systems. At least 10% of national heating supply development funds will be allocated annually to energy-saving equipment. The Ministry of Construction and Housing will oversee compliance, ensuring all requirements are met before granting operational permits. 

The government also plans to expand centralized heating, with 135,000 newly built apartments set to be connected to heating networks in 2025. As part of its renewable energy push, Uzbekistan aims to equip 250,000 facilities, including 150,000 homes, with solar panels next year. The Interdepartmental Tariff Commission will regulate heating tariffs, and heating enterprises will be restricted from auctioning unused boiler houses. To support these initiatives, the Ministry of Economy and Finance will engage international experts and financial institutions to finance energy-efficient modernization projects.
