Uzbekistan Introduces Decree to Ensure Sustainable Housing Market and Mortgage Development

Uzbekistan: Uzbekistan’s President Shavkat Mirziyoyev has signed a decree “On Measures for the Sustainable Development of the Housing Market and Mortgages” to create a balanced residential construction and housing acquisition system amid economic growth and urbanization. The decree targets doubling annual housing construction to 421,000 units and expanding the mortgage loan portfolio to USD 56.7 billion by 2040, while prioritizing urbanization, expanding the housing stock, and ensuring that modern residences under the “Yangi Uzbekistan” program account for 50% of total housing by 2040. It emphasizes secure investor rights, environmentally friendly and energy-efficient construction, and pre-prepared infrastructure.
