Ukraine’s Energy Regulator Simplifies Conditions for Power and Heat Generation

Ukraine: Ukraine has removed licensing requirements for producing thermal energy in cogeneration units when the energy is sold to a heat supply organization at a price not exceeding 50% of the single-rate population tariff, with businesses now only required to notify the Ministry of Communities and Territories Development, NKREKP, and local authorities within three working days of starting operations. The number of documents needed to obtain a thermal-energy production license has been reduced, and readiness confirmation for electricity facilities including gas piston, gas turbine, cogeneration units, and block-modular boiler houses of 1 MW or more—has been simplified to providing a copy of the comprehensive test protocol. These steps continue NKREKP’s efforts to ease regulatory conditions, attract investment, and strengthen the stability of the energy system.
