UK Launches Warm Homes Plan to Support Energy-Efficient Home Upgrades

UK: The United Kingdom government has launched the Warm Homes Plan, committing GBP 15 billion (USD 19.1 billion/EUR 17.6 billion) in public funding to support home energy upgrades across the country. The programme aims to improve up to 5 million homes by 2030 through measures such as insulation, solar panels, batteries and heat pumps, with a focus on reducing long-term energy costs and fuel poverty. The plan includes targeted support for low-income households, upgrades for social housing, new standards for rented homes and a universal offer enabling homeowners to adopt clean energy technologies when they choose. As part of wider cost-of-living measures, households will also benefit from an average reduction of GBP 150 (USD 191/EUR 176) on energy bills from April, alongside the Warm Home Discount for eligible households.


The plan is structured around three pillars: direct, fully funded upgrades for low-income families; government-backed low and zero-interest loans and grants for households seeking to install technologies such as solar panels and heat pumps; and strengthened protections for renters, requiring landlords to improve energy efficiency over time. It also sets out requirements for new homes to include solar panels as standard from 2026 under the Future Homes Standard. The government stated that the programme is intended to improve energy efficiency, support household budgets, and contribute to national decarbonisation objectives, while providing greater certainty for investors and supporting employment across the home upgrade and clean energy supply chain.
