Installations Accelerate Toward 2028 Target

UK: The UK is making strong progress toward its goal of installing 600,000 heat pumps annually by 2028, with recent government data showing a significant rise in installations across England and Wales during the first half of 2025. This growth has been largely driven by the Boiler Upgrade Scheme (BUS), which has seen applications increase by 54% year-on-year, according to figures released by UK-based heat pump provider Aira.

In 2024, nearly 100,000 heat pumps were sold in the UK, according to the Climate Change Committee, a number expected to be exceeded in 2025 as momentum builds. Aira UK CEO Chris Collinson noted that reaching the national target will require an average annual growth rate of around 50%, a pace that current trends indicate is achievable. Regulatory changes have also supported this growth, particularly the removal of planning permission requirements for heat pumps installed within one meter of a property boundary. As a result, Aira reports that the share of its customers requiring planning approval has dropped significantly, from 30–40% down to just 5–10%.
