Saudi Arabia Leads GCC Projects Market in Q3 2025

Saudi Arabia: Saudi Arabia led the Gulf Cooperation Council’s projects market in the third quarter of 2025 with USD 28.1 billion in contract awards, accounting for 51.3 percent of total GCC activity, according to Kamco Invest. Total GCC awards dropped 27 percent year-on-year to USD 54.8 billion, while nine-month figures fell 30.5 percent to USD 154.4 billion. In Saudi Arabia, power projects topped USD 9.8 billion, construction reached USD 5.2 billion, and oil recorded USD 3.9 billion. Notable contracts included an $853 million road project for Almabani General Contractors and a USD 167 million Pirelli tyre plant. Meanwhile, the UAE saw awards plunge 65.8 percent to USD 6.7 billion, and Qatar emerged as a bright spot with a 115.9 percent surge to USD 13.6 billion. Kuwait’s awards rose 33.8 percent to USD 4.3 billion, driven by the USD 4 billion Al Zour North IWPP. Kamco noted that Q4 activity is expected to accelerate on recoveries in Saudi Arabia and the UAE, though full-year 2025 awards will likely remain below 2024’s record.
