Philippines Releases Updated Greenhouse Gas Inventory for Cooling Sector

Philippines: The Philippines has published its second greenhouse gas inventory for the Refrigeration and Air Conditioning sector, presenting updated data on emissions from refrigerants and electricity consumption across key cooling subsectors. The inventory builds on the 2019 edition and applies a combination of IPCC Tier 1 and Tier 2 methodologies. It covers direct emissions from refrigerant leakage and indirect emissions from electricity use, excluding indirect emissions from the mobile air-conditioning subsector. The assessment includes unitary air conditioning, air-conditioning chillers, mobile air conditioning, domestic refrigeration and commercial refrigeration. The data is intended to support mitigation planning by identifying areas where improvements in energy performance and refrigerant transitions may reduce emissions.


Projections indicate that by 2050 the stock of unitary air conditioning units could reach approximately 15.6 million, while domestic refrigeration units may increase to around 21 million, with market uptake of R600a continuing. Air-conditioning chillers and mobile air conditioning units are expected to exceed 18,200 and 12 million units respectively, and centralised supermarket systems within commercial refrigeration are projected to record the highest growth. Emissions from the sector are estimated at 35.5 MtCO2e in 2025, with unitary air conditioning accounting for 53 per cent and commercial refrigeration 27 per cent. In the absence of further mitigation measures, emissions could rise to 45.7 MtCO2e by 2050. The inventory identifies unitary air conditioning and commercial refrigeration as subsectors with significant mitigation potential, particularly through minimum energy performance standards and the transition to low global warming potential refrigerants.
