Philippines Moves Toward Stricter Air Conditioner Energy Standards

Philippines: The Philippines has advanced discussions on strengthening minimum energy performance standards for air conditioners following a stakeholder consultation held in November 2025 under the ACT MEPS project. The meeting highlighted the need for higher efficiency benchmarks, stronger enforcement, and improved consumer awareness to address rising energy demand and emissions from the cooling sector. The consultation was organised by the Department of Energy in collaboration with GIZ, which is implementing the ACT MEPS project with funding support from the Clean Cooling Collaborative.
During the session, the International Institute for Energy Conservation presented a market assessment showing that window type air conditioners account for about 63% of unit sales in the country, while split type systems with inverter technology are gradually increasing their share. The analysis noted that higher upfront costs and limited awareness of long term energy savings continue to slow adoption of efficient models. A proposed roadmap presented by HEAT outlined a phased approach for raising MEPS, supported by clear compliance and enforcement measures.
