France: The Ministry Faces Criticism Over Adopted Amendments to Energy Regulations as Florence Lievyn, president of the GPCEE and member of the Higher Council for Energy, denounces the government's inflexibility after the CSE adopted public-consultation amendments with an unfavourable government opinion. A key amendment keeps the 2030 target for tertiary buildings while restoring the 2027 ambition for residential buildings—“a victory in principle,” Lievyn says, though she warns it represents a clear step backwards and a loss of France’s earlier complementary ambition. Concerns also remain about delays in implementing Bacs, with equipment rates still below 20%. Additionally, the “thermostat order” amendment from UFE was adopted despite government resistance, highlighting what Lievyn calls a “three-year loss of energy efficiency,” as stakeholders now await support measures ahead of the text’s expected publication by year-end.
