Kuwait Draft Budget Sets Higher Capital Spending and Wider Deficit

Kuwait: Kuwait’s Ministry of Finance has projected capital spending of around KWD 3.1 billion (USD 10.0 billion/EUR 9.2 billion) in the draft budget for the 2026–2027 fiscal year. The ministry said most capital allocations are expected to be directed towards airport expansion, the Mubarak Al-Kabeer port, and water and power projects.
The draft budget forecasts a deficit of around KWD 9.8 billion (USD 32.0 billion/EUR 29.4 billion), which would be about 55% higher than the previous budget shortfall. For the fiscal year beginning 1 April, revenues are projected at KWD 16.3 billion (USD 53.8 billion/EUR 49.5 billion) and expenditure at KWD 26.1 billion (USD 86.0 billion/EUR 79.1 billion), based on an assumed average oil price of USD 57 per barrel (EUR 52.4).
