India Notifies Customs Rules Ahead of Free Trade Agreement Implementation

India/UK: India has notified the customs rules governing the determination of the country of origin for goods traded under the India-UK Comprehensive Economic and Trade Agreement (CETA), ahead of the agreement's implementation on 15 July. The new rules specify the eligibility criteria for preferential tariff treatment and the documentation required to claim reduced or zero customs duties. Products must either be wholly obtained or produced in India or the UK, manufactured entirely from originating materials, or meet the agreed rules of origin when non-originating materials are used.


The India-UK Free Trade Agreement, signed in July 2025, provides for the UK to remove tariffs on 99% of Indian exports, while India will reduce or eliminate tariffs on 90% of its tariff lines for UK goods. Around 64% of UK exports to India will become duty-free immediately, rising to 85% over time. The agreement is expected to increase annual bilateral trade by GBP 25.5 billion (USD 34.7 billion; EUR 29.7 billion). It also includes a Double Contributions Convention, allowing eligible professionals working temporarily in the other country to continue paying social security contributions only in their home country for up to 60 months, alongside measures to simplify customs procedures and support digital trade.
