Government delays mandatory connected thermostat installation to 2030

FRANCE: A decree issued on 7 June 2023 required all homes and buildings to be fitted with programmable thermostats by 2027. However, Finance Minister Roland Lescure announced via Bluesky that this deadline has been postponed to 2030 to provide “greater flexibility for households and professionals to equip themselves.” From 13 November until this Thursday, the government opened a public consultation on pushing the compliance date to 1 January 2030 for both residential and tertiary buildings. The measures concern the installation of building automation and control systems (BACS), programmable thermostats, and insulation for heating and cooling networks. Originally introduced under the government’s energy-saving plan in 2022, this room-by-room connected heating management system was initially supported by state financial aid, which was discontinued last year due to fraud risks. Around 27 million homes still need to be equipped, and this technology can reduce energy consumption by up to 15%.
