France to Revise DPE Calculation in 2026, Lifting 850000 Electrically Heated Homes Out of Thermal Sieve Status

France: From January 1, 2026, around 850000 electrically heated homes in France will no longer be classified as thermal sieves (DPE or energy performance diagnosis labels F and G) due to a revision in the method used to calculate energy performance. The electricity conversion coefficient used in determining primary energy consumption will be reduced from 2.3 to 1.9, aligning with the updated European Energy Efficiency Directive of 2023. This shift accounts for lower energy losses during electricity transmission, driven by increased renewable energy usage. According to the Prime Minister’s office, "The electricity conversion coefficient (primary energy coefficient or CEP) in the calculation of the DPE, currently set at 2.3, will be lowered to 1.9." The change is expected to improve DPE ratings for many homes, especially those using all-electric heating, and it will be formalised in September 2025, potentially easing pressure on the housing market.
